Count five minutes for each number after 12: 1 means 05, 2 means 10, and so on. Use the hour the short hand has reached or passed, not the next hour. Quarter past means 15 minutes; quarter to means 15 minutes before the next hour.

Worked example

Long hand at 9 and short hand between 3 and 4: 3:45, quarter to four. The next hour has not started.

A: short hand between 10 and 11, long hand at 5; B: short hand between 1 and 2, long hand at 8; C: short hand between 11 and 12, long hand at 11; D: short hand between 12 and 1, long hand at 3. Hours use the shorter, thicker hand.
