Count five minutes for each number after 12: 1 means 05, 2 means 10, and so on. Use the hour the short hand has reached or passed, not the next hour. Quarter past means 15 minutes; quarter to means 15 minutes before the next hour.

Worked example

Long hand at 9 and short hand between 3 and 4: 3:45, quarter to four. The next hour has not started.

A: short hand between 4 and 5, long hand at 3; B: short hand between 8 and 9, long hand at 9; C: short hand between 12 and 1, long hand at 1; D: short hand between 6 and 7, long hand at 11. Hours use the shorter, thicker hand.
