Equal sample sizes do not make regions equally populous. For a combined proportion, weight each regional proportion by the population it represents. These fictional two-region models assume each regional estimate is appropriate; real survey uncertainty still matters.

Worked example

If one region is one quarter of the population with 20% participation and the rest has 40%, the weighted rate is 35%.
